As appointed designated person ashore (DPA), with scope of ISM Code, to have direct access to the highest level of management for assigned vessels. As DPA to monitor as a minimum the following for assigned vessels:
a) Communication and implementation of the safety and environmental protection policy;
b) Evaluation and review of the effectiveness of the safety management system;
c) Reporting and analysis of non-conformities, accidents and hazardous occurrences;
d) Maintain ISM certification and organizing and monitoring of internal audits;
e) Appropriate revisions to the SMS; and
f) Ensuring that adequate resources and shore based support is provided
Every Company should designate a person or persons ashore in accordance with IMO MSC-MEPC.7/Circ.5. He should:
1. Ensure the safe operation of each ship
2. Provide a link between the Company and those on board
3. He has direct access to the highest level of management
4. He has responsibility and authority for monitoring the Safety and Pollution prevention aspects of the operation of each ship
5. He has responsibility and authority for ensuring that adequate resources and shore based support are applied as required
Masters shall contact him for any problem concerning the safety and the pollution prevention aspects of the ship, particularly when support (technical and human resources) from the Company is needed.
The DPA shall therefore carefully evaluate the request and take the necessary actions. If other departments or persons are involved, he shall formally inform them and follow the corrective process. The DPA shall report to the General Manager any important deficiency, failure and non-conformity found during internal inspections and audits or communicated by the ship’s personnel.
He shall ensure that decisions taken by the Technical Department to maintain a high level of safety and environmental protection are effectively implemented.
Whenever the DPA concerned deems that further resources are necessary to carry out his function, he shall issue a written request to the General Manager who will evaluate the situation and take, as soon as possible, the proper decision in order to maintain high efficiency of the SMS. The DPA shall maintain files of this correspondence.
The DPA shall prepare an annual report, to be submitted during the periodical Committee for the review of the Company policy on SMS, describing the activities carried out and particularly highlight on DPA judgment above the SMS implementation, over encountered problems and over possible actions that in his opinion might be taken for a better performance of the whole system.
In the case the DPA cannot be contacted, Deputy DPA or any other person of the Technical, Crewing, Operations or other Departments may be contacted. Any person contacted by the Master, shall always report to the Designated Person Ashore as soon as possible.
The contact with the concerned DPA may be by telephone but, for important and urgent matters, a written communication (using the appropriate form) indicating the nature and other information’s concerning the problem shall always follow.
The Designated Person Ashore represents the link between the Company ashore and the ships. He has direct access to the highest level of management.
He has the responsibility for:
1. Monitoring the safety and pollution prevention aspects of the operation of the ships.
2. Ensuring that resources and shore-based support are available for the implementation and the effective putting into operation of the principles established in this Manual.
3. Ensuring that corrective actions are taken as necessary.
4. Implementation of the SMS on board and in the offices.
5. Internal auditing.
6. Plan and implement company emergency drills.
7. Plan and implement the education and training of shore-based staff relating to SMS.
8. Ship’s crew training in conformity with national and international rules.
9. The DPA’s are appointed by the General Manager by means of a written communication.
