Monitor and evaluate project HSE performance and report to PM and to HSE Manager for improvement. Arrange site safety induction training to all personal at site and Tool-Box-Talk before starting of every critical activity. Weekly site safety toolbox talks to remind the workers on unsafe acts, conditions, and activities to follow the safety regulations. Regular as well as improvised inspections and monitoring of the site and record results in association with the line of supervision to ensure that only safe methods of works are in operation and that all safety requirements including statutory regulations are being observed. Also instruct to take action to rectify all violations immediately. Communicate directly with on-site supervisors, engineers, and subcontractors regarding HSE issues. Ensure that sub-contractors operate in a safe manner and comply with the project HSE plan and HSE management system. Ensure risk assessments have been carried out for all work activities and communicated to relevant personal. Provide the Project Manager and the Construction Manag Engineer with consultations and discussions concerning safe working practices, dangerous occurrences and any unsafe conditions or defects in plant or equipments. Prepare HSE incident reports and investigates to determine the cause of incidents and dangerous occurrences; ensure its follow up and close out of corrective action. Analyze HSE accidents trends, recommends and follow up the measures to prevent recurrence of incidents in the project. Maintain the necessary site HSE records and statistics and prepares monthly HSE reports as necessary for the project. Conduct periodic inspection of all tools and equipments including, heavy machineries, hand tools lifting equipments and scaffoldings. Ensure the use of the PPE, correct too and methods for the job. Issue and administrate violation, disciplinary notic notices as necessary and ensure follow up to close the same. Liaise with construction team and clients in controlling the permit to work system. Inspecting and issuing work permits. Supervise critical works like hoisting of equipments, pressure testing, etc.
Establish and maintain a site specific duties and responsibilities as outlined in the project specific emergency response plan. Conduct site safety meeting (Including sub-contractors) to discuss on HSE performance, identify hazards aspects in activities, and plan to mitigate.
Bachelor Degr preferably in H field NEBO Diplo Certificates in HSE or any other equivalents
7-10 years of work experience in construction related HSE field of which at least 3-5 years working experience in Middle East.
Strong working knowledge of HSE risks, opportunities and requirements in civil construction. Good understanding of HSE-related UAE laws, municipality regulations and industry best practices.
Excellent communication skills and a strong personality with ability to implement procedures at sites.
Ability to interact with site management and subcontractors in all HSE matters.
