Role Objective:
To provide an efficient HR service to all departments in line with Company HR policies and procedures.To manage all personnel issues related to the staff and manpower in line with the Company’s market and growth strategy. To ensure that all personnel issues are dealt with in compliance with the Company’s personnel policies, government regulations, labor law, and management requirements.
STRATEGIC
Stays abreast with local rules and regulations and latest legislative updates affecting employment conditions to ensure Company compliance and communicates the same to employees to ensure awareness.
Effectively manages the implementation and communication of Company HR policies and procedures.
OPERATIONAL
Handles the Company’s personnel activities including leaves, advances, deductions, employment offers, allowances, resignations, terminations, grievances, and others.
Visits construction sites and reviews staffing requirements with Project Managers based on Manpower Forecast reports.
Ensures required approvals are obtained for personnel actions, e.g. authority for new hires, contract amendments, salary revisions, in accordance with HR procedures.
Understands the operational objectives and manpower recruitment needs of futu; projects and relays this understanding to the management to translate into recruitment plans.
Oversees specific recruitment campaigns for staff and manpower.
Manages all joining formalities for new employees.
Prepares personnel-related internal correspondenc.
Maintains attendance controls (sickness, absence, etc.) as required.
Processes employees’ leave applications, leave settlements, resignations, terminations and final settlement.
Manages Staff medical insurance process properly until credit note is received.
Ensures prompt issuance of labour cards and health cards for employees in coordination with Government Relations Officer.
Informs insurance companies of site accidents as per the provisions of Workmen’s Compensation and follows up until credit note issuance in coordination with the Finance Department.
Resolves labour disputes and takes action on disciplinary measures in line with local labour law.
Coordinates with Camp Bo on all manpower issues at labour camps, leads the labour committee meetings and relays concerns to the relevant parties for taking corrective actions
Develops and runs Management Information Reports as required.
Manages the staff performance evaluation program properly to ensure timely completion as per Company standards.
Manages the administration of the HR information system.
Serves as the gatekeeper for transmittal of approved changes to payroll and prepares documents to be signed by both employees and employer.
Checks labor payroll, matching time cards with master labor cards, on a monthly basis.
Ensures payroll is run on timely basis each month.
Audits payroll for accuracy regarding any changes submitted.
PEOPLE MANAGEMENT
Provides general assistance to employees’ inquiries.
Assists in the training and development of staff in the Personnel and Administration function
